The Minnesota Department of Public Safety's Office of Traffic Safety is seeking proposals from agencies to fund Safe Roads coalitions. Coalitions will work toward the goal of zero deaths and serious injuries on Minnesota’s roads. Applications will be accepted from school districts, public health departments, emergency medical service providers, law enforcement agencies, non-profits, and other governmental and private agencies. Applications from individuals or unincorporated organizations will not be accepted.

The Request for Proposal (RFP) and application process are available in the IGX system. Applications are due by 11:59 p.m. on Sep. 30, 2026. New IGX users must register by clicking on New User? Register Here!

Questions? Contact Nick White by 8 a.m. on Sep. 16, 2026. Answers to questions that are not specific to a single proposal will be posted to the OTS website in approximately three business days.

Q: In the work plan, under the first tab “Performance Measures,” may we use Vehicle Miles Traveled (VMT) data that it highlighted in yellow on the data grids 2021-2025 as our values? Or are we to use the Average Ks+As Per Year Value? Or may we use either?

A: You may use either.

Q: In the work plan, for the question “Is your county at or above the state average?” may we answer yes if the VMT is highlighted in yellow? Or are we to only answer yes if the average per year value is highlighted in yellow?

A: You may answer yes if VMT is highlighted in yellow.

Q: When thinking about problem identification, we have a question about the health equity rank. Several counties have the same ranking. We are wondering if this score is just an internal ranking based on PAWS rather than a comparison of how each county ranks within the state.

A: Some counties have the same rank because they have the same equity score (on a 0 to 10 scale); for example, if more than one county has the same equity total, they would also have the same rank.
